I'm also a 21 year old white female going through the same exact problem ((I was diagnosed with telogen effluvium)). What I would do for the time being is keep taking the biotin, and be VERY careful with Rogaine. It has been told to work wonders for some people but has been said to cause more harm than good in others. Depending on the type of hair loss, once you start using Rogaine, that hair could all fall out when you stop using it. If it really is baldness, that could be the case.
I would start using Nioxin ((found in specialty beauty shops such as Sallys, Master Cuts, Trade Secret, etc.)). It doesn't make your hair thicker, it doesn't make your hair grow, but it makes you and others perceive it is thicker until the problem can be fixed. My hair loss was really noticable around the temples and after using Nioxin, it was barely noticable. It's a bit pricey, which i understand the college student thing, but the whole system is $20 cheaper than Rogaine. I really hoped this helped and keep your chin up. There's only two drugs clinically tested and FDA approved : Minoxidil (Rogaine and other brands) and Propecia (Proscar, Finasteride, etc.). But since your a female it rules out Propecia since it's an hormonal acting drug for men.
Minoxidil 2% could be a good choice for you, but read some literature on the subject and consult your doctor before you make a decision.

Have you seen a doctor for this? may be its a colour you used in your hair caused it. I would recommend not to wash your hair everyday and also do not rub them with the towel. Try putting warm olive oil night before you are going to wash your hair. Leave the oil in your hair all night. never rub your scalp if you have thin hair. you can also add egg, lemon and honey to your hair about an hour before washing. hope this helps.
Best thing to do is to treat this from the inside out - take vitamins - B Complex especially good for hair and you can get vitamins especially designed for skin, hair and nails etc.
Also cheap shampoo is no good for my hair I had a bad reaction to herbal essences and some others in this price range.
I use Bumble and Bumble thickening shampoo and I find this very good. It does still contain chemicals but its a lot better than herbal essences etc.
I have found at times in my life when I have been extremely stressed my hair has fallen out badly and now I am not so stressed it is growing a bit thicker. I cut it shorter recently which made it look thicker and its growing back in better condition so I am growing it long again whilst taking much more care of it and taking vitamins etc.
